| The circusmstances of Meeting |

On Nov.14th,2007,Shanghai Municipal Public Security Bureru hold a meeting about safety of Shanghai Port Shipping Agency. The deputy director Mr.Jiang and other leaders in related departments have an important talk in the meeting. There are three companies get a speech in the meeting, besides Shanghai Pudong Agency Co., Ltd and Zhonghai Shipping Co.,Ltd,the deputy manager Mr.Cai of our company made a talk about private company how to ensure a safety work. Here below is his speech:
Dear Sir or Madam:
It has been the second time to attend this meeting this year which is for security of shipping work. It is honored to hear the major advices of Shanghai Municipal public Security Bureru and your kinds of experience.
As a shipping agency of Shanghai Port, the scope of our business is ship repair. It depends of our connection with various of shipyards. And we always serve for ship-owner and ship actively, of course the shipping agency is different from forward agency, the shipping agency has its own special points, for example: the periods of repair is very long, with many changes, sign-on and sign-off crews are frequent, in urgent need of spare parts etc. Sometimes even if all crews will be adjusted together. And it is dangerous to safety of work.
We also make three points as followingï¼?
1. To enhance graduation of safety.
Since last year, we always have a polytechnical education which is including: personal safety, traffice safety and safety of crews etc. for the staff. Especially, we make some specific demands to the boarding officer what ask them to learn stipulations of Customs and Frontier Inspector. For example: clarify the certificate, can not exchange foreign currency with crews etc. Although these things seem to be negligible, they also should not be ignored.
2. To connect with security department of shipyards often.
As a shipping agency, a frequent communication with shipyards is a must. Mr.Chen who is manager of Changxing Island Yuehai Shipyard, his experience is prfuse. So everytime we have vessels in this shipyard, we will ask the boarding officer to connect with Mr. Chen to get his support. Recently, wiht the help of Mr.Chen, we created an office in Yuehai Shipyard and sent the boarding officer to stay there for better work.
Certainly we must observe the rules of security. For exaple: Dadong Shipyard in ChongMing Island, they are very strict. When we sent onlly delivery spareparts to there, during the periods from 8:00 a.m to 16:30 p.m with certificate for entrance which caused a lot of inconvenience for our staff. While our company tell them of security about shipyard and we should support the work of shipyard. So the key is to understand.
3. To combine with security in work.
As shipping agencies all know, some crews from certain countries hard to manage for their own cultures. But we always do our best. Once a vessel from Russia called to our operation in mid-night. He told us that some crews were fighting and were hurt, so they need send the wounded to hospital. So our boarding officer got there immediately and keep them from quarrel. A crew told them that he felt ill. Then our boarding officer sent him to the hispital. After these events, these crews became friends with our officer.
Hereinbefore is our experience in working, it is negligible. With the Customs and each department leading, we will do our best. We will observe the rules of our country and get more progress.
